They have been working on this for awhile now. It's called accelerated bridge construction (building the bridge, then moving it into place). They moved this one last night kinda near me. It's the biggest one ever done in the U.S. Roughly 192 feet long and 2178 tons, doing part two (same size) sunday night.
Also if you click it, turn your sound down, whoever put up the video used horrible and loud music.

Utah is a "right to work" state, so unions are few and far between. UDOT isn't unionized, but I don't know anything about the construction company.
