Well not sure about the fennel. Dont it smell like anise or liquorish type flavor? Now as far as grinding meat in the food processor it sure a good way to make chili meat. It sorta shreds it and gives a unique mouf feel and a rich gravy. The cubes get monotonous. Never have tried to make burgers with it but a person could sure do it. For chili you just want to bump it around a little.
