I was checking out the KCBS rules and they state that a smoker must not be electric. Does this apply to pellet smokers like Trager which use electricity to power the augers and blowers? - at least that's how I'm told they work.

The reason they are legal for use is because the electricy is not the fuel source it delivers the fuel source. The easiest way to understand it is the heat must be generated by wood only.

Have a friend building his own cooker, which he is constructing so that he may use either wood or gas. Is he legal in a comp just using wood or charcoal even though there is the presence of a gas burner???

Yes, as long as he only uses the gas for the initial lighting the other fuel.

He would be wise to disconnect the gas hose after lighting.
