Just about any local printer can print 'direct to plate' now days but a lot of times this means they are being printing on a fancy copier. If having them NOT run when they get wet, you need to make sure they are using a laser printer and not an inkjet as it seems a lot of inkjet inks will run.

You should talk to your local printer about printing and not copying. The main difference is that when printing they are actually using ink, which when dried in not going to smear and the image is a lot better. Also look up local "Label Printers". There are shops that only print labels using flexography which is one of more typical ways to print labels.
